Low hazard areas

- Fit adults can wade to safety from low hazard areas, but children and the elderly would have difficulties. Evacuation by sedan-type motor vehicles is possible in early stages of flooding, then 4WD vehicles or trucks are required (see negligible, medium and high hazards).
